Kazakhstan First: Alain Khoueiry Sets Out iHolding’s Next Chapter in Almaty Region

Meeting with Akim Chingis Arinov advances Kaz Riviera, Cargo City and Talgar Eco City, with an immediate focus on implementation.

ALMATY REGION, KAZAKHSTAN — 23 October 2026 — Alain Khoueiry, Founder and Chairman of iHolding Group, has outlined an ambitious next chapter for the company’s investment programme in Kazakhstan following a meeting with Chingis Arinov, Akim of Almaty Region, on 22 October.

The meeting brought together Khoueiry, the iHolding team and the regional leadership around a shared objective: accelerating major development projects that can deliver lasting economic benefits for Kazakhstan.

According to iHolding, the discussions secured the Akim’s full support for advancing Kaz Riviera, Cargo City and Talgar Eco City, with priority placed on beginning the practical work as soon as the necessary procedures are completed.

The company reported agreement on 800 hectares for Kaz Riviera and 4,500 hectares for Cargo City, alongside a commitment to move forward with Talgar Eco City. The next stage will focus on formal documentation, technical coordination, planning and the approvals required for implementation.

A development vision spanning tourism, trade and sustainable communities

Through Kaz Riviera, iHolding aims to create a waterfront destination that brings together hospitality, leisure, residential development and business opportunities, strengthening the region’s tourism offering.

Cargo City is envisioned as a major logistics and commercial hub supporting cargo activity, international trade and supply chains. Its planned 4,500-hectare footprint underlines the scale of the Group’s ambition to contribute to Kazakhstan’s position as a connecting point between international markets.

Talgar Eco City complements this vision with a focus on sustainable urban development and communities designed around long-term quality of life.

Together, the projects form the foundation of what iHolding aspires to establish as one of Central Asia’s most significant privately led development programmes.

International investment through new financing approaches

Alongside development planning, iHolding intends to advance a tokenization strategy for eligible project assets and investment interests.

The proposed approach includes progressing technology approvals and licensing arrangements with Datavault, together with the legal and regulatory requirements governing the investment structure. The aim is to connect major physical developments with additional channels for international capital.

Implementation of this framework will depend on definitive agreements and the applicable approvals.

National benefit at the centre

For Alain Khoueiry, the guiding principle is that the projects must first serve Kazakhstan’s long-term interests. iHolding’s approach places employment, opportunities for local enterprises, infrastructure and international investment at the centre of the development programme.

The Group sees commercial success as a result of delivering that wider value: building destinations people want to visit, infrastructure businesses need and communities where people want to live.

Following the meeting, iHolding’s immediate priority is to translate the support expressed into a coordinated programme of action with regional authorities, advisers and development partners.

Under Khoueiry’s leadership, the company intends to move the three initiatives forward in phases, matching investment and delivery schedules with land documentation, infrastructure readiness and permitting.

The meeting represents a significant step in iHolding’s commitment to Kazakhstan—and in its ambition to turn a substantial private investment vision into lasting assets for the country.
