An alarming new analysis reveals that nearly all rivers, lakes, and ponds in England are contaminated with hazardous “forever chemicals,” with levels far exceeding proposed safety standards. The findings—based on official data from the Environment Agency and reviewed by environmental NGOs—paint a devastating picture of unchecked pollution and growing health risks for wildlife and humans alike.

Out of 117 water bodies tested across England, 110 failed to meet the proposed safety thresholds for PFAS (per- and polyfluoroalkyl substances), a class of man-made chemicals that don’t break down in nature and are linked to serious diseases including cancer and hormonal disorders.

Even more disturbing: PFOS, one of the most toxic and already banned types of PFAS, was found in freshwater fish at levels 322 times higher than the upcoming EU safety benchmark. Just one portion of such fish per month would push a person beyond the annual safe consumption limit.

The recent data analysis, conducted by Wildlife and Countryside Link and The Rivers Trust, used a proposed EU standard of 4.4 nanograms per litre (ng/L) as a benchmark—based on the combined toxicity of 24 PFAS compounds.

Key findings include:

  • 110 of 117 tested water bodies exceed the limit

  • 85% of sites are at least five times over the limit

  • In fish, PFOS levels average 322x the safe threshold

  • No major UK river system tested is currently compliant

Environmental and public health experts warn that these figures indicate a near-total breakdown of chemical oversight in the UK’s waterways.

Fish Consumption Now a Health Hazard, Say Experts

The discovery of PFOS-contaminated fish is especially troubling for communities that rely on freshwater fishing, as well as for the broader UK food chain.

Eating just one PFOS-contaminated fish meal per month could expose someone to a year’s worth of toxic intake, according to the report. That spells trouble for both wildlife and people, particularly children, pregnant women, and those with compromised immune systems.

Thalie Martini, CEO of Breast Cancer UK, said:

“Evidence points to the potential for some PFAS to be related to health issues, including increasing breast cancer risk. Millions of families affected by this disease will want the government to do everything they can to deliver tougher PFAS rules.”


UK Falling Behind Global Standards

EU, US States, and Scandinavia Move Fast While Britain Delays

The EU is already proposing a ban on 10,000 PFAS compounds as a single class, due to their shared environmental persistence and health risks. Countries like France and Denmark have already restricted their use in food packaging, firefighting foams, cosmetics, and textiles.

In contrast, the UK government has no current plans to regulate PFAS chemicals as a class. Instead, regulators are pursuing a piecemeal approach, evaluating individual compounds case-by-case—despite expert warnings that this method is too slow and ineffective for such a widespread problem.

“Every day of inaction locks in decades of pollution and environmental harm,” said Hannah Evans of Fidra, a charity focused on chemical pollution.

“We’re asking the UK government to turn off the tap of these persistent forever chemicals.”


The Call to Action: Industry and Government Must Respond

NGOs Demand Ban on PFAS in Everyday Products and Mandatory Cleanup Funds

Leading conservation and health groups—including the Marine Conservation Society, Wildlife and Countryside Link, Chem Trust, and Breast Cancer UK—have issued a joint demand for urgent national PFAS legislation.

Their five-point proposal includes:

  1. Banning PFAS in consumer products, especially in food packaging, cosmetics, textiles, and children’s toys

  2. Adopting EU-style group-based regulations to fast-track bans

  3. Enforcing stricter monitoring in water, soil, and wildlife

  4. Setting tougher drinking water and food standards

  5. Making polluters pay for PFAS cleanup through new accountability laws

Dr Shubhi Sharma, a senior scientist at Chem Trust, warned that past chemical disasters have shown what happens when early warnings are ignored:

“Too often the world has learned lessons too late. The costs to tackle PFAS in the environment and address health impacts have a multi-billion-pound economic price tag… the government must not delay.”


Government Response: “We’re Working at Pace”

Regulators Say Action Is Coming—But Timeline Remains Vague

A spokesperson from the Environment Agency acknowledged that PFAS science is evolving rapidly. They said the agency is running a multi-year investigation into pollution sources and exploring potential control measures.

Meanwhile, DEFRA (Department for Environment, Food & Rural Affairs) reiterated its commitment to protecting health and said it is assessing environmental levels and sources of PFAS to inform future policy.

However, experts remain sceptical of these reassurances without firm deadlines or regulatory proposals.

Dr Francesca Ginley of the Marine Conservation Society summed it up:

“Countries like France, Denmark, the EU as a whole, and many US states have taken strong action. The time is now for the UK to show leadership from source to sea.”

PFAS Could Be the UK’s Next Major Environmental Scandal

The business risk here is twofold:

  • Reputational liability for any company tied to PFAS in consumer products or industrial runoff

  • Regulatory uncertainty, as the UK may be forced to adopt sweeping EU-style bans under public pressure

CEOs in food packaging, cosmetics, fashion, and chemical manufacturing should be proactively auditing their supply chains. Investors should demand transparency on PFAS exposure risk. And policymakers must stop sleepwalking toward a preventable public health disaster.

The UK’s response—or lack of one—will determine whether this becomes a controlled environmental course correction or Britain’s next asbestos scandal.
